Born in Inglewood, CA, Todd moved to Lancaster at the age of two, where he attended local schools all the way through college. Over the years, Todd has had the unique opportunity to witness Lancaster’s transformation from a quiet rural community into a thriving midsize city.
Todd began his higher education at Antelope Valley College before earning his bachelor’s degree from California State University, Northridge. He later continued his graduate studies at California State University, Bakersfield.
Following in his father’s footsteps, Todd began his 34 year law enforcement career as a Deputy Sheriff Reserve with the Los Angeles County Sheriff’s Department. He served in various capacities, such as patrol, search and rescue, and spent over 20 years as a School Resource Officer, working in both K–8 and high school settings. Later, he joined the traffic unit, where he divided his time between traffic safety and serving as a City Liaison supporting a wide range of community events.
In addition to his law enforcement work, Todd spent nearly 30 years with the Lancaster School District, most of that time as a Dean of Discipline, supporting at-risk students across the district.
On January 6, 2025, Todd was honored to be one of the first six officers sworn into the newly established Lancaster Police Department, a proud milestone in a career deeply rooted in the community he calls home.
Todd has been married to his incredible wife, Darlene, for 27 years. Together, they have two phenomenal sons—both student-athletes, one in college and the other in high school.
In his free time, Todd enjoys outdoor activities, working out, wakeboarding, wake surfing, snow skiing, and spending time with his family on any kind of adventure.

Casey served in the United States Marine Corps from 2011 to 2016 as an electro-optical ordnance technician, platoon sergeant, and Staff Non-Commissioned Officer In Charge overseeing fifty Marines.
